What We Do

Labour Market Needs Assessment

We identify gaps in employment, technical skills, and opportunities within Black communities, working with employers and policymakers to create sustainable pathways for jobs and entrepreneurship.

Technical and Vocational Education and Training (TVET)

We provide training programs that equip Black individuals with high-demand skills in industries like technology, construction, healthcare, and renewable energy.

Statistical Research and Data Collection

We operate the Black Data and Information Portal, offering insights into labor market trends and socio-economic data to drive informed decisions and actionable solutions.

Anti-Human Trafficking and Migrant Smuggling Initiatives

We research and advocate against human trafficking and migrant smuggling, providing support for victims and pushing for policies to combat exploitation.

Justice and Advocacy Programs

We address systemic racism in policing, the judicial system, and public institutions, empowering Black communities to advocate for equitable reforms.

Community Empowerment Initiatives

We offer mentorship, leadership development, and advocacy training to Black youth and emerging leaders, ensuring their voices are amplified and included in decision-making processes.

Dr. Cleophas Justine Pierre

Role: Executive Director

Dr Cleophas Justine Pierre is an ILO-trained statistician and labour market and migration consultant specialising in the disciplines of employment, underemployment, and unemployment. He is currently one of the leading researchers in Canada and the Caribbean Region.

His primary area of expertise is in the field of Statistics, Migration and Labour Market Research, which involves matters relating to forced migration, Anti-human trafficking research, Migrant smuggling, data analytics, social research, conducting surveys, Artificial Intelligence and the formulation of Labour Market Information Systems (LMIS)

Dr Pierre and his team have conducted upwards of 300 consultancies in more than 40 countries for many international organisations such as the World Bank and the World Health Organisation. The EU, the Caribbean Development Bank and the ILO.

Dr. Pierre was part of a small team that conducted the EU Global “Thematic Evaluation Survey” in employment and social inclusion, including vocational training and Labour Market Needs Assessment. This survey was done in the countries of Chile, Jamaica, Kyrgyzstan, Morocco, Ukraine, South Africa, and Vietnam,

Between 2016 and 2023, Dr. Pierre and his firm conducted twenty comprehensive studies in the fields of Statistics, Labour Market Needs Assessment, Migration and Human Trafficking in Canada and the Caribbean Region, in which he was one of the principal researchers.
